A soft no is still a no — and it usually contains the route
Institutional English refuses in a way that sounds like a maybe. The clause that softens the refusal is normally the one telling you how to get a yes.
What a refusal looks like when nobody says no
Reading T2 is correspondence — emails from supervisors, administrators, offices — and a large share of those emails are refusals. Almost none of them contain the word no.
Students read the first half and stop, because the first half is where the refusal lives and it feels like the whole message. But the qualifying clause is not padding. In institutional writing it is load-bearing, and it is doing the most useful work in the sentence.
The softener is the instruction
The rule
A refusal that is qualified is conditional. A refusal that is bare is final. “I can’t approve this as it stands”, “we are unable to process it without a supervisor signature”, “this isn’t something I can sign off before the committee meets” — each names what would change the answer. “I’m not able to approve this”, alone, does not.
This matters on the test because the answer options are built on exactly that split. One option accepts the refusal and withdraws. One escalates. One asks for a meeting. One does the specific thing the qualifying clause named. Only the last reads the email correctly — and the other three are all things a polite person plausibly does.
It is the same mechanism as hedged instructions, running in the other direction: there, politeness disguises a command; here, politeness disguises a condition. Both are cases of the sentence’s real content sitting in the part that sounds like manners.

Knowing this does not fix it, because the failure is not conceptual. On the day the email is about a room booking or a lab rota, the qualifying clause is buried in the second sentence of a long paragraph, and the whole thing reads as ordinary correspondence — because it is ordinary correspondence.
What builds the reflex is meeting several of them and being told, immediately after choosing, which clause you skipped. The useful moment is not the explanation — it is the half-second before it, when you were certain.
